The Hawaii State Building Code Council (SBCC), as part of the Department of Accounting and General Services, establishes a state building code by adopting national standards related to building, fire, and plumbing systems. The state building code is applicable to all construction in the state of Hawaii.

No later than one year after the effective date, the design of all state building construction must comply with the state building code.

No later than two years after the effective date, each county must adopt the state building code. Counties are also permitted to make amendments to the state building code. If a county does not adopt or amend the state building code within the two-year time frame, the state building code becomes applicable as an interim county building code.
